Die Bürger haben ihre individuellen Rechte verloren, sie sind nummerierte Dronen, die von einem staatlichen Drogenprogramm im Zaum gehalten werden. Das Leben des Fabrikarbeiters THX-1138 ändert sich radikal und unwiderruflich, als ihn seine Mitbewohnerin LUH-3417 dazu bringt, die Drogen nicht mehr einzunehmen. Als daraufhin ihr Sexualtrieb erwacht, beginnen die beiden eine verbotene Liebesaffäre. Der Staat entdeckt die illegale Vereinigung und Drogenverweigerung – THX und LUH werden getrennt. Doch THX ist entschlossen, seinem mauerlosen Gefängnis zu entfliehen und herauszufinden, was mit LUH geschehen ist. Bevor er das tun kann, muss er die Polizeiroboter umgehen und sich den unbekannten Gefahren der Außenwelt stellen.
