Als die Opposition einen Friedensmarsch in einem diktatorisch regierten Land abhält, wird ihr führender Kopf, ein linksliberaler Politiker, überfahren und erliegt seinen Verletzungen. Der Vorfall scheint eine geplante Abrechnung des Regimes mit seinen Gegnern zu sein. Um die Tötung zu vertuschen und als Unfall darzustellen, wird ein junger Untersuchungsrichter beauftragt, die von offizieller Seite herausgegebene Version der Geschehnisse zu bestätigen. Doch dieser macht sich trotz seiner politischen Konformität mit einer peniblen Arbeitsmoral daran, im Sumpf eines übermächtigen Politikapparates die Wahrheit ans Licht zu bringen.
